چکیده

This research examines the technological diffusion of scrubbers, a sulfur dioxide (SO2) abatement technology, in response to Title IV of the Clean Air Act. Title IV implemented a tradable pollution permit system for SO2, which is radically different from the state emission rate standards that were in place previously. I find that power plants with strict state regulations (or command-and-control regulations) and low expected scrubber installation costs have a high probability of installing a scrubber. These findings suggest that, although Title IV has encouraged diffusion, some scrubbers have been installed because of state regulatory pressure. Since policies are often evaluated based on the incentives they provide to promote adoption of new technologies, it is important that policy makers understand the relationship between technological diffusion and regulatory structure to make informed decisions. Although tradable permit systems are thought to give firms more flexibility in choosing abatement technologies, I show that interactions between a permit system and pre-existing command-and-control regulations can limit that flexibility. 1 This research is an essay from my dissertation and has been funded in part by the U.S EPA, National Center for Environmental Economics. Mercury Control Alternatives for Coal-fired Power Plants

Coal-fired power plants in the United States may have to reduce their mercury emissions by up to 90% by 2007 2009 due to proposed regulations that could affect up to 1,100 utility boilers. Air pollution control system components such as electrostatic precipitators, baghouses, NOx reduction catalysts, SO2 scrubbers, and their various configurations in utility applications significantly impact me...

Improvements in the operation of SO2 scrubbers in China's coal power plants.

China has deployed the world's largest fleet of sulfur dioxide (SO(2)) scrubbers (flue gas desulfurization systems), and most of them now appear to be operating properly. Although many plant managers avoided using their SO(2) scrubbers in the past, recent evidence, based on a series of field interviews conducted by the author, suggests that managers of coal power plants now have incentives to o...

Emissions of sulfur trioxide from coal-fired power plants.

Emissions of sulfur trioxide (SO3) are a key component of plume opacity and acid deposition. Consequently, these emissions need to be low enough to not cause opacity violations and acid deposition. Generally, a small fraction of sulfur (S) in coal is converted to SO3 in coal-fired combustion devices such as electric utility boilers. The emissions of SO3 from such a boiler depend on coal S conte...

Benchmarking Cleaner Production Performance of Coal-fired Power Plants Using Two-stage Super-efficiency Data Envelopment Analysis

Benchmarking cleaner production performance is an effective way of pollution control and emission reduction in coal-fired power industry. A benchmarking method using two-stage super-efficiency data envelopment analysis for coal-fired power plants is proposed – firstly, to improve the cleaner production performance of DEA-inefficient or weakly DEA-efficient plants, then to select the benchmark f...
